Methodology
Voting blocs are measured from observed ballot-arrival timing of known NNS neurons, sampled every 60 seconds. A bloc edge requires repeated mid-stream co-arrival: at least 10 co-arrivals outside the opening burst, in at least 55% of shared proposals, with 90%+ vote agreement; blocs are density-pruned so every member is directly linked to at least half of the others. A broad ~26-neuron cluster that co-arrives around DFINITY Foundation is deliberately NOT shown as a bloc - it is public follow configuration, and none of its edges survive this gate. Since 2026-08-10 a bloc edge additionally requires at least 10 mid-stream co-arrivals (absolute evidence floor), a co-arrival rate of at least 0.55 of shared proposals (raised to 0.60 on 2026-08-26 after the background band of public DFINITY followers reached the 0.55 line), and 90%+ vote agreement; a bloc edge also requires at least 50 shared proposals, because a co-arrival rate carries no meaning over a handful of them; and blocs are density-pruned so every member must be directly linked to at least half of the other members. The underlying mechanism (following configuration, shared hotkey control, or external automation) is not observable on-chain and is reported as unknown.
