NNS Power Concentration
Voting power on the NNS, measured by walking all 443,392 neurons on the network rather than sampling them. The 1,000 with the most deciding voting power hold 89.4 percent of it.
Source: the public neuron index, walked in full. Network totals from the governance metrics document, never from the walk's own sums.
Ranking by stake instead of by voting power would have covered 86.1 percent of network deciding voting power rather than 89.4 percent. Voting power is not proportional to stake.

Cumulative voting power by neuron count
98 neurons hold half the network's deciding voting power. That is 0.022 percent of all neurons, or about 0.30 percent of the neurons that carry any voting power at all.
Voting-power refresh age, top 1,000 neurons by stake
| Refresh age | Neurons |
|---|---|
| Under 7 days | 164 |
| 7 to 30 days | 147 |
| 30 to 180 days | 331 |
| Over 180 days | 358 |
| Partly decayed, reduced power but not zero | 65 |
Decay is gradual. Of the 358 in the oldest band, 290 have no deciding voting power left and 65 hold reduced power.

Against 20 percent among non-genesis neurons. A genesis-claim neuron is one the network flags as created from the 2021 token claim.
Dormant power

Dormant share of staked ICP over time
Share of all staked ICP whose voting power has decayed to zero. The axis is fitted to the range shown. The series begins where our daily collection begins and grows by one point a day.
Network figures updated today.
NNS neurons must refresh their following confirmation. Voting power that is not refreshed decays toward zero, so a neuron can hold a large stake and carry no deciding power at all.
Concentration is not coordination. Six of the ten largest neurons by stake were created within 79 seconds of each other on 31 December 2021, which is a fact about creation timing and nothing more. We measure how voting power is distributed, not who controls it or whether they act together. Neuron identities are not published by the NNS and we do not guess them.
