Influence: who follows whom
Declared following, read from the governance canister. Commanded voting power is what a neuron moves: its own, plus the voting power of every public neuron it alone is decisive for.
Following is configured per topic and published by the neuron itself. It is a fact, not an estimate. Looking for who votes together? That's Voting Blocs
Declared following, as recorded by the governance canister, per topic. Nothing here is inferred. We read every publicly named neuron, whatever it holds, and every public neuron whose own voting power is at least 10,000 VP. A follower count here is a floor, never a measure of a neuron's following: a private neuron cannot be read at all, and most of the roughly 440,000 voting neurons are private, so a neuron with no followers here may be followed by thousands. Public neurons below that floor are not read either. Where a neuron set no rule for a topic, its Unspecified rule applies and is shown on that topic, except on Governance and SNS and Neurons' Fund, where no fallback applies. The list of changes compares only the neurons read on both days, so a neuron read for the first time is never reported as having changed its following. This is not the Voting Blocs measurement, which is about when ballots arrive and says nothing about how following is configured. A neuron can keep its ballots private, and many of the largest do. Where one has, we can read how much voting power it holds but not how it voted, and we say that rather than counting it as a neuron that does not vote.

Some neurons here are followed by others but their own record could not be read, so their own stake and their own following are blank rather than zero.
Commanded voting power is what a neuron moves: its own voting power, plus the voting power of every public neuron that follows it, and it alone, on that topic. A neuron follows only once a majority of the neurons it follows has voted, so a neuron that follows several others is moved by none of them on its own; we count those separately and never add them in. We publish two figures. The direct one counts a single step: the neuron, and the neurons that follow it alone. The chain one also counts the neurons that follow those, and so on down the line. The table and the map are ordered by the direct figure, because a chain figure can rest on one link and fall with it. Both are floors, and neither can be added up across neurons: a chain belongs to every neuron along it, so a column of these figures would count the same voting power more than once. Where a neuron's own voting power could not be read, it is missing from its own figure and the floor is lower still.
